The older data (blue, Private/Public) is from the Bicentennial Edition of the Historical Statistics, Series X 393-409. The file is a one-page PDF.
The newer data (red, Nonfederal/Federal) uses the TCMDO and FGTCMDODNS datasets from FRED. Here is the link to the graph (and data) at the FRED site.
